How we do it


The Business Plan is a critical element that will ensure that the funding proposals are financially robust, watertight, reflect sustainability, are viable and reflect the needs, wants and aspirations not only of the local people, but also the wider stakeholders in the area- but critically, it is important to be aware of the specific requirements of the funders. This will help steer the Plan to make it ‘effective’. We are pleased to be able to outline our proposed approach, timetable and costs for this work.

We will also:
  • Explore the project’s potential in the short, medium and long term.
  • Set milestones for the development of the projects.
  • Provide context in terms of the National and Local agendas for regeneration and community development.
  • Provider an overview of best practice.
A Staged Approach

Figure 1 below illustrates the methods and stages we will use to realise the client’s objectives for this assignment.



It will be important at the outset of the assignment for the consultants and clients/partners to devote time to a detailed discussion of the work and the objectives/outcomes each partner has in mind for the project. Our experience of working on similar projects is that very often individual partners have differing interests and views for the development in question.
In order to achieve the above the focus will need to be on the following three areas:

Strategic Planning

Ensure that the objectives of your group match the economic development needs of the local area and are compatible with the wider county and regional economic development plans and strategies. This is important to ensure success in funding applications. Clarification of the scope of service provision and the operational and management arrangements for the establishment in order to maximise impact.

Project Planning

Advice on funding applications
Exploration of social enterprise potential of the centre and linkages with other services
Identification of other potential sources of private and public sector capital and revenue funding, together with financial rationale

Project Management and Business Planning

Development of options for the structure and management of the facility including ongoing revenue funding and the role and contribution of partners in ensuring that the objectives and targets set for the centre are achieved.

A clear recommendation of the favoured option together with full rationale

Financial modeling, both capital and revenue, to ensure the optimum development of the community centre over a 5 year period, including analysis of all options.

Production of a detailed project programme identifying tasks and responsibilities.

This stage includes a desk-based analysis of all relevant material relating to the organisation and the local area to include:
  • Operating financial information.
  • Policy documents.
  • Research available funding sources.
  • Existing local areas analysis and materials
  • Other appropriate materials etc.
As a minimum we wish to consult with the project manager(s).

Stage 1: Desk Review

During Stage 1, a review of the various plans, proposals, and studies to gain an understanding of the project it’s, potential and risks.
  • Understanding the project, plans and proposals.
  • Understanding the environment and target markets for this type of project.
  • Understanding the finances and possible sources of funding.
  • Best practice from elsewhere for this type of project.
This analysis will be incorporated into the final report.

Stage 2: Project & Partner Consultation.

The second stage of the work will focus on engaging with project staff and representatives of partner/stakeholder agencies. This will form part of the business planning process.
  • Interviews with key project staff.
  • Planning session with key partners & stakeholders.
Stage 3: Customer Consultation and Sustainability

Stage 3 of the research will focus on establishing the likely demand for the service and how it could be sustained.
  • Brief public /stakeholder survey of demand.
  • Examine models of sustainability.
Needs Study:

At this stage we will be in a position to draw together all the elements of the assignment and make positive recommendations on the best way forward for the development. Logically, the Research will be a written report detailing our methods, findings, analysis and conclusions.

Stage 4: Business Plan Writing

The final stage is for the writing of the business plan.
